Sec. 13.
"Petroleum refining facility" means an establishment, such as facilities classified as Standard Industrial Classification 2911 that are primarily engaged in producing gasoline, kerosine, distillate fuel oils, residual fuel oils, and lubricants, through:
(1) fractionation;
(2) straight distillation of crude oil;
(3) redistillation of unfinished petroleum derivatives;
(4) cracking; or
(5) other processes.
