Sec. 1.
(a) Unless otherwise addressed in this rule, all new and existing solid waste processing facilities must comply with applicable requirements of this article.
(b) This rule applies to the following solid waste processing facilities:
(1) Facilities
that have construction or operating permits in effect on April 13,
1996.
(2) Facilities required to be
permitted under the 2007 amendments to this article.
