Section 11-4 - Effect of permit issuance

Sec. 4.
(a) The issuance of a permit does not:
(1) convey any
property right of any sort or any exclusive privileges;
(2) authorize any injury to persons or
private property or invasion of other private rights or any infringement of
federal, state, or local laws or regulations; or
(3) preempt any duty to comply with other
state or local requirements.
(b) The owner or operator of a solid waste facility and the owner or owners of the land upon which a solid waste facility is located shall be liable for any environmental harm caused by the facility.
