Sec. 18.

(a) Nonmunicipal solid waste landfills must spread and compact solid waste at the working face in shallow layers not exceeding two (2) feet in thickness.

(b) Compaction must:

(1) occur on a sloped working face; and

(2) be accomplished with repeated passes of appropriate equipment.

(c) Neither the slope of the working face nor intermediate slopes of compacted material must exceed 3:1, run over rise.
