Sec. 3.
(a) Once established at an MSWLF, ground water monitoring must be conducted throughout the active life, closure, and post-closure care periods of the MSWLF.
(b) Ground water monitoring may be extended beyond the post-closure care period if an assessment ground water monitoring program or a corrective action program is being conducted at an MSWLF and the commissioner determines that an MSWLF unit within the MSWLF is adversely affecting ground water or poses a threat to human health or the environment.
