Sec. 83.

"Geotextile" means any permeable textile used with foundation, soil, rock, earth, or any other geotechnical engineering-related material as an integral part of a manmade structure or system designed:

(1) to act as a filter to prevent the flow of soil fines into drainage systems;

(2) to provide planar flow for drainage;

(3) to serve as a cushion to protect geomembranes; or

(4) to provide structural support.
