Sec. 8.

"Anchored mulch" means mulch that is anchored to prevent the displacement of mulch by wind and water. Anchoring is achieved by methods such as:

(1) applying a tackifier;

(2) crimping the mulch material with an anchoring tool or a farm disk that is dull, serrated, and set straight; or

(3) stapling netting over the mulch.
