Sec. 19.
"Background ground water mean" means the arithmetic mean of a constituent's concentrations collected from the background ground water monitoring well or wells of a defined hydrogeologic flow regime that is intended to monitor and characterize the background water quality or the pooled average of the historical ground water data of a particular ground water monitoring well per constituent.
