Sec. 138.
"Poor foundation conditions" means those areas where features exist which indicate that a natural or man-induced event may result in inadequate foundation support for the structural components of a MSWLF unit. Poor foundation conditions may be caused by conditions such as expansive soil, or soils subject to rapid settlement such as loess, unconsolidated soils, wetland soils, or other unstable soil conditions. See also the definition of "unstable area" in section 194 of this rule.
