Sec. 113.
"Monitoring boundary" means the vertical plane provided by the ground water monitoring wells that are nearest to the permitted solid waste disposal boundary and are not hydraulically upgradient from the permitted solid waste disposal boundary. The vertical plane extends through the uppermost aquifer.
