Sec. 1.

(a) The purpose of this article is to establish procedures, requirements, and standards to implement IC 13-18-3 regarding land application and related activities. This article is being promulgated for the purpose of protecting and enhancing the quality of Indiana's environment and protecting the public health, safety, and well-being of its citizens.

(b) This article regulates the disposal of any biosolid, contaminant that is an industrial waste product, or pollutant-bearing water by application upon or incorporation into the soil. This article establishes standards for the following:

(1) General requirements.

(2) Site requirements.

(3) Pollutant limits.

(4) Pathogen reduction requirements.

(5) Vector attraction reduction requirements.

(6) Monitoring and analysis requirements.

(7) Record keeping requirements.

(8) Reporting requirements.

(9) Storage.

(c) Unless specified in the incorporated by reference documents incorporated in this article, the version of documents referenced in the incorporated by reference documents is the latest version that is in effect on the date of the latest adoption of the incorporated by reference documents into this article.
