Sec. 16.

"Pollutant removal" means, with respect to a pollutant in the influent to a POTW, reduction in the amount of the pollutant or alteration in the nature of the pollutant to a less toxic or a more harmless state in the effluent. The reduction or alteration can be obtained by physical, chemical, or biological means and may be the result of specifically designed POTW capabilities or it may be incidental to the operation of the treatment system. Removal shall not mean dilution or volatilization of a pollutant in the POTW or its sewer system.
