Sec. 28.

"Load allocation" or "LA" means the portion of a receiving water's loading capacity that is attributed either to one (1) of its existing or future nonpoint sources of pollution or to natural background sources. Load allocations are best estimates of the loading, which may range from reasonably accurate estimates to gross allotments, depending on the availability of data and appropriate techniques for predicting the loading. Wherever possible, natural and nonpoint source loads should be distinguished. Nonpoint sources include any discharge of a pollutant that is not a point source, such as the following:

(1) In-place contaminants.

(2) Direct wet and dry deposition.

(3) Ground water inflow.

(4) Overland run-off.
