Sec. 2.

Certain areas of the state are recognized as having unique geology. A large section of the mid-southern part of the state is a karst region. Portions of Saint Joseph, Elkhart, Kosciusko, and LaGrange Counties contain a sole source aquifer as referenced in 42 U.S.C. 300h-3(e). The waters of the state are particularly vulnerable to damage from spills in these areas, and care should be exercised when evaluating damage from spills.
