Sec. 1.
This rule applies to the reporting and containment of, and the response to those spills of hazardous substances, extremely hazardous substances, petroleum, and objectionable substances that are of a quantity, type, duration and in a location as to damage the waters of the state. Nothing in this rule is intended to affect reporting or clean-up requirements set forth by other federal, state, or local laws.
