Sec. 5.
(a) Cargill, Inc., Source Identification Number 00203, shall comply with the sulfur dioxide emission limits as follows:

(b) Cargill, Inc. shall submit a quarterly report of the twelve (12) month rolling total of all sulfur dioxide emissions in tons per year.
