Sec. 8.

"Maximum design pool elevation" means the highest water level impounded by the dam resulting from the design storm event, assuming both of the following:

(1) No:

(A) debris blockage;

(B) unplanned restrictions; or

(C) improper operation; of the spillway system.

(2) Prestorm water level at the level of the principal spillway.
