Sec. 3.
When a police chief executive training program is not filled by persons mandated to attend, deputy chiefs, management level personnel, and town marshals will be accepted to fill the class. Any person who successfully completes the program while serving in a capacity other than chief of police will be considered to have complied with the mandate should the person subsequently be appointed as a chief of police.
