Section 8-34 - Restraints for medical purposes

Sec. 34.
(a) Written policy, procedure, and practice provide guidelines regarding the use of restraints on juveniles for medical and mental health purposes, including the following:
(1) Conditions under which
restraints may be applied.
(2)
Types of restraints to be applied.
(3) Identification of one (1) or more
qualified health care professionals, qualified mental health care
professionals, or health care practitioners who may authorize the use of
restraints after reaching the conclusion that less intrusive measures are not
successful.
(4) Monitoring
procedures.
(5) Length of time
restraints are to be applied.
(6)
Less restrictive alternatives are developed and implemented as soon as
possible.
(7) After-incident
review.
(b) The facility administrator, or their designee, must be notified as soon as possible after restraints are applied.
(c) This is a mandatory standard.
