Sec. 15.

(a) Written policy, procedure, and practice provide that upon arrival at the facility, all juveniles are informed of how to access health care services. The information is communicated orally and in writing and is conveyed in a language that is easily understood by each juvenile. When literacy, language barriers, or physical handicap prevents a juvenile from understanding oral and written information, a staff member or translator assists the juvenile.

(b) No member of the detention staff shall impede the juvenile's requests for access to health care services.

(c) There is a system for processing and resolving juvenile grievances relating to health care concerns.

(d) This is a mandatory standard.
