Sec. 30.

Written policy, procedure, and practice provide that in accordance with confidentiality laws and attorney-client privilege, juveniles are allowed to send sealed letters to a specified class of persons and organizations, including the following:

(1) Courts.

(2) Counsel.

(3) Officials of the confining authority.

(4) Administrators of grievance systems.

(5) Members of the releasing authority.
