Sec. 16.

Written policy, procedure, and practice provide that juveniles have an opportunity at the due process or disciplinary hearing to:

(1) make a statement;

(2) present documentary evidence; and

(3) request witnesses on their behalf.

The reasons for denying such a request are stated in writing.
