Sec. 2.

All adult offenders, unless otherwise exempt, are required to demonstrate reading and writing skills that meet minimum literacy standards to be classified for assignment to a minimum security release program. Minimum literacy standards are determined by the department of correction with the assistance of the Indiana adult literacy coalition. The minimum literacy requirement is equivalent to sixth grade skills in reading and writing.
