Sec. 1.

(a) This rule is intended to establish a procedure for providing notice to customers when a LEC:

(1) is disconnected from another LEC;

(2) files for bankruptcy; or

(3) relinquishes all or part of its services or operating authority; with special provisions for a LEC that is a provider of last resort.

(b) This rule supersedes any written contractual provisions that may exist pertaining to disconnection of service between LECs.
