Sec. 10.

Temperature Pressure and Flow of Water in Mains and Services.

(a) Each utility shall provide itself with the proper thermometers and other instruments and shall take and record on order of the commission, the temperature of the water throughout the system at points indicated on a map of the distribution system on file with the commission.

(b) In new installations there shall be provided at the consumer's expense the necessary connections in the consumer's installation for taking the temperature and pressure of the flow and return water in the consumer's installation also the necessary connections for the attachment of a portable venturi device for measuring the quantity of water flowing through the installation.

(c) In old installations when there is complaint of inadequacy of service there shall be provided at the consumer's expense the necessary connections in the consumer's installation for taking the temperature, pressure and flow of water as is required in new installations.

(d) The utility shall provide itself with suitable indicating and recording portable instruments to be connected to the consumer's installation for the purpose of determining the quality of service and the quantity of heat being delivered to the consumer during a given period of time. The instruments will consist of thermometers, pressure gauges and a set of venturi tubes.
