Sec. 1.
Definitions.
(A) Where applicable the definitions set forth in Ind. Ann. Stat., Section 54-105, (IC 8-1-2-1) shall be applied to these rules [ 170 IAC 1-3 ], and
(B) The word "advertising" shall mean:
(1) Printed and published
material and descriptive literature and programs of a public utility used in
newspapers, magazines, radio and television scripts, billboards and similar
displays.
(2) Descriptive
literature and sales aids of all kinds issued by a public utility for
presentation to members of the public, including but not limited to circulars,
leaflets, booklets, depictions, illustrations, form letters and bill
inserts.
(3) Prepared sales talks
to the public.
(4) Other materials
and procedures enumerated by rule of the commission which promote or provide
information to the public about a public utility.
(C) The word "ratepayer" shall mean any person, firm or corporation, municipality or other political subdivision of the State receiving and paying for services delivered by a public utility.
