Sec. 4.
In order to encourage the creation of transponder accounts and the use of home transponders by motorists, the lowest toll rate will be offered within each vehicle category to owners of transponder accounts. Transponder accounts must be prefunded, as provided in the business rules. A crossing by a motorist using a home or away transponder with a valid prefunded home or away transponder account will result in the automatic electronic debit of the toll against the transponder account balance.
