Sec. 1.

Proceedings.

(1) There shall be one form of formal proceeding (to be known as a "proceeding") under Section 8 [IC 8-21-1-8] of this Act.

(2) A proceeding may be instituted:

(a) By order to show cause or other process of the Commission.

(b) By the filing with the Commission of a formal application, complaint or petition.
