If the Secretary finds that the public interest, safety or welfare requires emergency action, and if theSecretaryincorporates a finding to that effect in an order, summary suspension of a license orauthorization to conduct a particular activitymay be ordered pending proceedings for revocation, terminationor other actions. These proceedings shall be promptly instituted and determined. [5 ILCS 100/10-65 ]
