a) The appellant shall have the opportunity to:
1) Present evidence and witnesses in the
appellant's behalf.
2) Refute
testimony or other evidence and cross-examine witnesses.
b) If an appellant dies before the date of hearing, the appeal process may be pursued by someone acting responsibly in the appellant's behalf.
