AUTHORITY: Implementing Sections 46.41 and 46.49 of the Civil Administrative Code of Illinois (Ill. Rev. Stat. 1991, ch. 127, pars. 46.41 and 46.49); Section 4 of the Illinois Job Training Coordinating Council Act (Ill. Rev. Stat. 1991, ch. 48, par. 2104); and the Job Training Partnership Act ( P.L. 97-300, effective October 13, 1982 ( 29 U.S.C. 1501), as amended by P.L. 97-404, effective December 31, 1982 ( 42 U.S.C. 602); P.L. 99-496, effective October 16, 1986 ( 29 U.S.C. 1501); P.L. 99-570, effective October 27, 1986 ( 21 U.S.C. 801); and P.L. 100-418, effective August 23, 1988 ( 20 U.S.C. 5001)) and authorized by Sections 46.40(b) and 46.42 of the Civil Administrative Code of Illinois (Ill.
