Part 830 - STANDARDS FOR COMPOST FACILITIES
Subpart A - GENERAL PROVISIONS
Section 830.101 - Purpose, Scope and Applicability

a) The purpose of this Part is to establish:
1)
Performance standards for landscape waste compost facilities operating in the
State of Illinois; and
2) Testing
procedures and standards for end-product compost offered, by a facility, for
sale or use in the State of Illinois.
b) General applicability.
1) The provisions of this Part apply to all
landscape waste compost facilities operating in the State of Illinois, except
those expressly exempted pursuant to Section
830.104
and those regulated pursuant to 35 Ill. Adm. Code 391 and 40 CFR Part
503.
2) Facilities regulated
pursuant to this Part are not subject to 35 Ill. Adm. Code 807 or 810 through
815, except that any accumulation of materials meeting the 35 Ill. Adm. Code
810 definition of a waste pile shall be subject to 35 Ill. Adm. Code 810
through 815.
3) Facilities
regulated pursuant to Subpart B shall accept only landscape waste for
composting.
c) Specific applicability.
1) The provisions of this
Subpart apply to all facilities subject to this Part; the definitions set forth
in Section
830.102
apply for purposes of this Part, 35 Ill. Adm. Code 831, and 35 Ill. Adm. Code
832.
2) The performance standards
set forth in Subpart B are applicable to landscape waste composting facilities
subject to this Part.
3) The
performance standards set forth in Subpart E are applicable to all general use
compost offered for sale or use in Illinois; the testing requirements set forth
in Subpart E are applicable to facilities offering general use compost for sale
or use in Illinois.
4) The
financial assurance requirements set forth in Subpart F are applicable to all
facilities subject to this Part that are required to have a permit pursuant to
35 Ill. Adm. Code 831.
