Section 218.444 - Process Unit Turnarounds

a) No owner or operator of a petroleum refinery shall cause or allow a refinery process unit turnaround except in compliance with an operating procedure as approved by the Agency.
b) Unless a procedure was already on file with the Agency as part of an approved operating permit no later than November 1, 1979, the owner or operator of a petroleum refinery shall submit to the Agency for approval a detailed procedure for reducing emissions of VOM during refinery process unit turnarounds from organic material with a vapor pressure of 10.34 kPa (1.5 psia) or greater at 294.3 ° K (70° F).
