Section 215.447 - Monitoring Program for Leaks

a) The owner or operator of a petroleum refinery subject to Section 215.445 shall, for the purpose of detecting leaks, conduct a component monitoring program consistent with the following provisions:
1) Test all pressure relief valves in gaseous
service, pump seals, pipeline valves, process drains and compressor seals by
methods and procedures approved by the Agency not earlier than March 1 or later
than June 1 of each year;
2) Again
test all pressure relief valves in gaseous service, pipeline valves in gaseous
service and compressor seals by methods and procedures approved by the Agency
not earlier than June 1 or later than August 1 of each year;
3) Observe visually all pump seals
weekly;
4) Test immediately any
pump seal from which liquids are observed dripping;
5) Test any relief valve within 24 hours
after it has vented to the atmosphere; and
6) Test immediately after repair any
component that was found leaking.
b) Inaccessible valves, storage tank valves and pressure relief devices connected to an operating flare header or vapor recovery device are exempt from the monitoring requirements in Subsection (a).
c) The Agency may require more frequent monitoring than would otherwise be required by Subsection (a) for components which are demonstrated to have a history of leaking.
