By October 1, 2025, all standards shall be assessed using the
candidate assessments and evaluation rubrics set forth in Appendix 1 of the
National Educational Leadership Preparation (NELP) Program Recognition
Standards-Building Level, published by the National Policy Board for
Educational Administration, 1615 Duke Street, Alexandria VA 22314-3483, and
