After commencement of the second notice period, no substantive change may be made to a proposed rulemaking unless it is made in response to an objection or suggestion of the Joint Committee. If an agency plans to take different actions on each objection issued by the Joint Committee, the type of action statement on the Notice shall specify the specific actions as noted in Section 100.440. The exact wording (that is, RULES, AMENDMENTS, REPEALER) must match the wording on the action statement on the proposal.
