These rules are promulgated by the Idaho State Board of Land Commissioners pursuant to Section 47-1316, Idaho Code. The Board has delegated to the Director of the Department of Lands ("department") the duties and powers under the act and these rules; provided that the Board retains responsibility for approval of permit and administrative review. (3-18-22)
