(a) The borrowing of library materials is a privilege.

(b) There shall be no limit on the number of library materials borrowed or enhanced services provided, unless specified, and except that any library customer owing $10 or more in outstanding fines, fees, or charges shall be denied borrowing or enhanced service privileges until full payment is made or the delinquency is reduced below $10.

(c) A library customer shall be responsible for the care, custody, or maintenance of all library material borrowed or used by the customer or charged to the customer's library card. A library customer is responsible and liable for damage to any library material that has occurred while in the customer's care.
