(a) Chapter 269, HRS, and any other applicable State law and commission rule and order apply to the enforcement of this chapter.
(b) Upon consultation with the consumer advocate, pay telephone service industry, and any other person designated by the commission, the commission may develop and maintain a pay telephone service provider enforcement program.
