Telecommunications carriers providing basic service to residential customers eligible to participate in the low income assistance program may apply to the administrator of the universal service fund for subsidies to recover the difference between the discounted rates paid by the customers in the low income assistance program and the tariffed rates. The administrator shall pay the subsidies from the universal service fund under the terms and conditions, and in the manner, prescribed by the commission.
