On the effective date of this chapter, the program of providing discounted residential telephone rates to elders with limited income and to the handicapped with limited income, then in effect pursuant to § 269-16.5, HRS, continues in full force and effect. Upon the full implementation of the universal service fund and at a time designated by the commission, the lifeline program shall be incorporated into the low income assistance program provided in this subchapter.
