This chapter:
(1) Shall be read in context with any applicable:
(A) Federal law and regulation; and
(B) State law and commission order and rule,
including chapter
269, HRS, and chapter
6-61; and
(2) Supersedes any conflicting commission order or rule that may be in effect on the effective date of this chapter.
