(a) A telecommunications carrier shall make its records, books, accounts, and other documents available to the commission and the consumer advocate at any time upon request.
(b) Unless otherwise specified by the commission, a telecommunications carrier shall preserve the records required to be kept and maintained for the period of time specified in the current edition of the FCC's records retention schedule.
