If there are multiple requests for access to a pole, duct, conduit, or right-of-way under the ownership or control of a telecommunications carrier, or if the commission otherwise deems it reasonable and practicable, the commission may require the carrier to file a cost-based tariff with the commission for access to the pole, duct, conduit, or right-of-way.
