(a) A shared tenant service provider shall provide to all end-users access to the public switched network. No end-user may be precluded from receiving telecommunications service directly from any authorized telecommunications carrier.
(b) A shared tenant service provider shall also provide to all end-users access to:
(1) All authorized interexchange
carriers;
(2) Directory
assistance;
(3) Operator
service;
(4) Enhanced 911;
and
(5) Telecommunications relay
service.
