(a) Every common carrier by motor vehicle covered by chapter 271, HRS, shall make application to and receive a certificate of public convenience and necessity from the commission.
(b) Every contract carrier by motor vehicle covered by chapter 271, HRS, shall make application to and receive a permit from the commission.
