The purpose of these rules is to formulate uniform requirements for electric and gas utilities operating within the State of Hawaii, to follow certain standards under the Public Utility Regulatory Policies Act of 1978 (PURPA herein) Public Law 95-617 established by the Congress of the United States. The objectives of such standards are to encourage conservation of energy supplied by utilities, efficient use of facilities and resources, and equitable rates to customers.
