A person claiming to be aggrieved by the refusal of the clerk to correct the person's registration information in those instances set forth, in HRS § 11-22, may appeal to the board either in writing pursuant to HAR § 3-177-202 or at a voter service center pursuant to HAR § 3-177-204.
