(a) This chapter is intended to provide uniform rules of administrative procedure to govern proceedings listed below that are brought before the campaign spending commission, the purpose of which is to obtain:
(1) A determination of any contested or
controverted matter within the commission's jurisdiction, through a contested
case proceeding;
(2) A declaration
as to the applicability, with respect to a factual situation, of any rule or
order of the commission or of any statute which the commission is required to
administer or enforce; or
(3) The
adoption, modification, or repeal of any rule of the commission which is
initiated by petition.
(b) This chapter shall be construed to secure the just, equitable, speedy, and inexpensive resolution of matters brought before the commission. Whenever this chapter is silent on a matter, the commission or hearings officer may refer to the Hawaii rules of civil procedure for guidance.
