This chapter establishes policies and procedures to authorize persons other than employees of the county driver licensing offices to conduct the skill tests required of category 4 and commercial driver's license applicants. Authority to administer skill tests will be granted only to third party examiners certified by the department and who have entered into a contract with the state.
